Constitution
Mission Statement
IAEM-SC is a professional organization for
students majoring in or interested in Emergency Administration and
Disaster Planning. IAEM-SC provides the opportunity to establish
professional relationships and acquire training outside of the
classroom. Our mission is to increase disaster resilience at the
University of North Texas campus and students knowledge by providing
opportunities to learn. Membership in IAEM-SC will make a positive
addition to each member's professional resume.

Article I
Membership and Dues
Section 1: Membership
Meetings are open to all current students of the
University of North Texas and Emergency Administration and Planning
program alumni, faculty, and staff as well as region 12 IAEM-SC
student members.
While meetings are open to all,
training and networking resources are only available to active
members.
Active members are defined as:

Currently enrolled students, alumni, current faculty, or
staff
-
All members who are in good standing with the
organization
-
All members who have paid international and chapter
membership dues
*Annual payment of dues will include membership
to IAEM-SC whereas semester payment will not.
Section 2: Dues
Chapter membership dues vary and shall be paid by
members each semester or once an academic year in the amount of thirty
dollars ($45) per semester or fifty dollars ($60) per year. A year is
defined as an academic year, a fall and spring semester. The officers
reserve the right to raise or lower these fees. In addition,
donations may be requested for specific projects that may be specified
at that later time or a small charge may be placed for additional
training depending on overall cost.
Article II
Meetings
Section 1: Regular Meetings
There will be meeting each semester. The time,
place, and frequency of the meetings will be decided by the senior
officers at the beginning of each semester. each semester. Officers
calling these meetings are responsible for seeing that all current
members are notified of the meeting.
Section 2: Special Meetings
Meetings for special purposes other than regular
called meetings may be created. Special meetings are defined as
officer lead meetings or events sponsored by IAEM-SC. IAEM-SC
leadership is responsible for the notification of membership of
special meetings as they are for regular meetings.
Article III
Chapter Officers and Executive Committee
Section 1: Chapter Officers and Executive
Committee
All chapter officers shall be members who are
current students enrolled at the University of North Texas and should
meet all requirements listed in the Student Activities and
Organizations handbook. Candidates for officers may not hold a dual
role as student and faculty. Should an officer gain faculty status
they shall be required to resign their officer position. The
Executive Committee is composed of all the Senior Officers and other
officers.
The Senior Officers are:

Secretary
All senior officer terms shall be exactly one
year and a full term must be completed before graduation.
Other offices or committees within the senior
officer's chapter may be created or dissolved at any time by consent
among the senior officers. The committee chairpersons will be
responsible for reporting information about the activities of their
committee to the senior officers.
The executive committee is created and dissolved
by a three to one vote by the senior officers and will serve a
specific purpose.
An executive committee vote requires a majority.
In the event of a tie, the deciding vote will be cast by the academic
advisor.
All chapter officers elected under a previous
constitution shall retain their status until their position comes up
for election again.
Section 2: Removal from Office
Any officer may be removed from his or her office
by a two-thirds vote by present members. Cause for removal may
include, but is not limited to, not fulfilling his or her role as
described in the constitution, misuse of funds, making constitutional
decisions without informing the membership, and not providing for the
general well being of the International Association of Emergency
Managers-Student Chapter. Should a senior officer tender a
resignation, an election shall be held at the next regular meeting and
pursuant to Article V.
Article IV
Senior
Officer Responsibilities
Senior officers are responsible for the general
well being of the International Association of Emergency
Managers-Student Chapter. Additionally, the Senior officers shall be
responsible for the success and promotion of organizational goals and
objectives.
Senior officers shall call at least two senior
officer meetings each semester to discuss the organizational well
being and future plans. These meetings should be composed of at least
three Senior Officers.
Section 1: President
The President of an IAEM-SC chapter shall
coordinate activities and delegate responsibilities as needed to safe
guard the success of organizational goals and objectives. The
President shall have final rule to decisions, and should be exercised
only as necessary, and as not to violate the IAEM-SC Constitution.
The President shall meet at least once a month during the semester
with the chapter advisor to ensure accountability of the functioning
of the organization.
Section 2: Vice President
The Vice President of an IAEM-SC chapter shall
help the president coordinate activities and help safeguard the
success of organizational goals and objectives.
The Vice President, should the office of the
President become vacant for any reason, shall become the chapter
President and fulfill that term. Thus the office of the Vice
President shall be vacant until the next regular meeting when an
election shall be held pursuant to Article V. The newly elected
Vice President shall fulfill the original Vice President's term.
Section 3: Treasurer
The Treasurer of an IAEM-SC chapter shall be
responsible for the collection international and chapter dues, and the
transfer of these funds accordingly. The Treasurer shall also help
coordinate activities and help promote organizational goals and
objectives.
The Treasurer shall meet with the faculty advisor
at least once a semester to ensure financial accountability.
Section 4: Secretary
The Secretary of an IAEM-SC chapter shall be
responsible for the keeping of meeting minutes and chapter membership
forms of past and present IAEM-SC members. The Secretary shall also
help coordinate activities and help promote organizational goals and
objectives.
The Secretary is also responsible for, or may
delegate with approval from the Senior Officers, the task of
maintaining the University of North Texas IAEM-SC website.
Article V
Elections
Senior officer elections for the next year shall
be held during the second to last meeting of the fall semester, unless
otherwise voted on by the senior officers. Additional elections may be
called by petition signed by two thirds of members or the vacancy of a
senior officer position.
Officers shall be nominated by a committee
composed of the senior officers of the International Association of
Emergency Managers-Student Chapter. Nominations will also be accepted
from the floor.
Elections shall be conducted by ballots. Election
outcomes will be determined by a majority of present, voting members.
All members will be notified and given a chance to vote.
Senior officers shall hold their respective
offices for one year. President and Treasurer shall be elected in
December and serve a full year term until the following December.
Vice President and Secretary shall be elected in May and serve a full
year until the following May. All officers may run for re-election,
but may not resign and run for another position.
Committee chairpersons will remain in their
positions unless otherwise decided by the incoming senior officers.
Article VI
Amendments
This constitution may be amended by two thirds of
the IAEM-SC chapter's majority approval vote. Chapters must cal la
meeting and vote, and the amendment will be approved or disapproved by
two-thirds majority vote of chapter members present.
Article VII
Hazing
The International Association of Emergency
Managers-Student Chapter shall not promote any hazing activities.
Hazing, such as intentional or knowingly reckless activities, and the
use of physical brutality, intimidation, or threatening will result in
immediate removal. Such activities will be reported the University's
administration.
Article VIII
Disabilities Act
The International Association of Emergency
Managers-Student Chapter recognizes the Americans with Disabilities
Act. Accommodations shall be facilitated to the best of our ability
for all persons with disabilities with adequate notification provided
to the organization.
Proposed
Amendments
Amendment 1
The purpose of Amendment 1 to the Constitution of
the International Association of Emergency Mangers-Student Chapter is
to create an International Board of Representatives. Each Chapter
shall appoint a representative to sit on the Board, and said Board
shall be a serving tool to the Chapters, which have created it. All
positions of the Board, as designated by the Chapters, shall have
equal say and equal right to decisions made by the Board. The
Representatives may appoint or elect amongst themselves a Chairman of
the Board, which will not come with any additional authority, but will
be given responsibility to coordinate and organize activities allowed
to the Board.
The Board shall not make any decisions to be
handed down to any of the Chapters, without specific approval and
consent of each Chapter. The main purpose of the International Board
of Representatives shall be to represent the Association on a national
and international level, thereby promoting the goals and mission of
the Association to which it is entitled. The International Board then
has no authority other than to promote the growth and expansion of the
Association.
Amendment 2
Each Chapter may appoint to the position an
International Representative. This position shall be designated by the
Chapter Senior Officers, and shall not be concurrently a Senior
Officer or a member of any current executive committee. Said
Representative shall serve a term equal to that of the Senior
Officers. The Representative may be reappointed and shall not be
limited to one term, based on the discretion of the Senior Officers.
Responsibilities of the International
Representatives, as appointed by the Senior Officers of each
individual Chapter, will be to represent within the International
Board, the interests of their Chapter. Therefore, International
Representatives from each Chapter shall meet regularly, and coordinate
any approved efforts between and among each Chapter. Other
responsibilities shall be appropriated among the Senior Officers, to
whom this position represents. This position is designed to serve the
Senior Officers in their endeavors to increase the Association.
